Radio Amateurs in Canada to Get New 100 W 5 MHz Allocation

Radio Amateurs in Canada are poised to join those in several other nations around the world who have access to a new 60-meter band, 5351.5 – 5366.5 kHz, as agreed upon at World Radiocommunication Conference 2015 (WRC-15), but with a maximum power of 100 W effective radiated power (ERP). The updated Canadian Table of Frequency Allocations includes the new allocation, although radio amateurs have not yet been authorized to use it. Canada’s radio amateurs will also retain the four Amateur Radio channels that do not fall within the new allocation. These have been authorized under a footnote to the Table since 2014, permitting phone, data, and CW at a maximum occupied bandwidth of 2.8 kHz. The 60-meter allocation and spot frequencies are on a secondary, non-interference basis.

In January 2017, ARRL asked the FCC to allocate a new, secondary contiguous band at 5 MHz to the Amateur Service, while also retaining four of the current five 60-meter channels and current operating rules, including the 100 W PEP ERP limit. The federal government is the primary user of the 5 MHz spectrum in the US. The FCC has yet to act on ARRL’s petition.

Canada’s regulatory agency, the Department of Innovation, Science and Economic Development Canada (ISED) last August proposed to adopt WRC-15 decisions that included the 15 kHz Amateur Radio allocation. The proposed revisions to the Table would retain the original five 5 MHz spot frequencies with a maximum of 100 W ERP, but restrict the new 15 kHz allocation to just 15 W EIRP, as agreed to at WRC-15, accommodating the concerns of a few countries over possible interference to their domestic communications.

“Radio Amateurs of Canada (RAC) noted in its response to the proposed changes that there had been no reports of interference from Amateur Radio operations on the existing five 60-meter spot frequencies following their use in Canada since 2014 and in the USA for even longer,” RAC President Glenn MacDonell, VE3XRA, said. “Further, the rationale for allocating the spot frequencies had been based on the value of 60 meters for emergency communication, and the low power limit adopted at WRC-15 would seriously limit this use.”

MacDonnel said comments from the Radio Advisory Board of Canada (of which RAC is a member organization), the Ottawa Valley Mobile Radio Club, the Marconi Radio Club of Newfoundland, and several individual radio amateurs also recommended 100 W.

“The new allocation will be more effective and manageable for domestic SSB communications, and consistent with the existing use of the band on the five spot frequencies now enjoyed by Canadian amateurs,” MacDonnel said.

ISED typically authorizes the use of new allocations via a revised document RBR-4 – Standards for the Operation of Radio Stations in the Amateur Radio Service. “Radio Amateurs of Canada will be urging ISED to authorize the new 15 kHz segment as soon as possible,” MacDonell said.

IARU President Extends Greetings for World Amateur Radio Day 2018

Wednesday, April 18, is World Amateur Radio Day (WARD), this year marking the 93rd anniversary of the International Amateur Radio Union (IARU), founded in Paris in 1925. Each year, WARD celebrates Amateur Radio’s contribution to society.

“World Amateur Radio Day is an opportunity for our member-societies to show our capabilities and promote the use of Amateur Radio, both on the air and through social media,” IARU President Tim Ellam, VE6SH/G4HUA, said. “It is a celebration of what the Amateur Radio Service has brought to the public over the years, and of our ability to provide communication to assist others in times of crisis.”

Amateur Radio experimenters were the first to discover that the shortwave spectrum — far from being the wasteland “experts” of the time considered it to be — could support worldwide propagation. In the rush to use these shorter wavelengths, Amateur Radio was “in grave danger of being pushed aside,” the IARU’s history has noted. Amateur Radio pioneers met in Paris in 1925 and created the IARU to support Amateur Radio around the globe.

Two years later, at the International Radiotelegraph Conference, Amateur Radio gained the allocations still recognized today — 160, 80, 40, 20, and 10 meters. The IARU has been working to defend and expand Amateur Radio frequency allocations ever since.

From the 25 countries that formed the IARU in 1925, the IARU has grown to include 160 member-societies in three regions. IARU Region 1 includes Europe, Africa, the Middle East, and Northern Asia. Region 2 covers the Americas, and Region 3 is comprised of Australia, New Zealand, the Pacific island nations, and most of Asia. The International Telecommunication Union (ITU) has recognized the IARU as representing the interests of Amateur Radio.

“I wish all amateurs a fantastic day of celebration of Amateur Radio, encourage everyone to get involved, and, most of all, to have fun!” IARU President Ellam said.

Groups should promote their WARD activity on social media by using the hash tag #WorldAmateurRadioDay on Twitter, Instagram, and Facebook.

DX Operators Establishing New Logbook of The World Accounts May E-Mail Documentation

Amateur Radio operators from outside the US who are requesting an initial call sign certificate to establish a new Logbook of The World (LoTW) user account now may submit the required documentation via e-mail. Non-US radio amateurs must provide a copy of their Amateur Radio license or authorization, plus a copy of one other government-issued document showing the applicant’s name and address (sensitive information may be blacked out).

Document copies may be submitted to LoTW via e-mail. When ARRL receives your documentation, applicants will receive a reply message containing your LoTW account password, with your call sign certificate attached. ARRL does not retain any submitted documents, electronic or hard copy; these are destroyed after they have been reviewed.

Many Post ARISS-Russia Interkosmos Slow-Scan Television (SSTV) Images

The ARISS-Russia Cosmonautics Day (International Day of Human Space Flight) SSTV transmissions from the International Space Station have proven popular among earthbound radio amateurs around the globe. The SSTV images, stored on a computer in the ISS Russian segment, commemorate the 40th anniversary of the Interkosmos Project period of the Soviet space program.

The transmissions from RS0ISS, on 145.800 MHz using PD-120 SSTV protocol, will continue through April 14 at 1820 UTC. The images are being transmitted using a Kenwood TM-D710E transceiver. Images received can be posted and viewed on the ARISS website. SSTV transmission are dependent on other activities, schedules, and crew responsibilities on the ISS and are subject to change at any time.

FCC is Inconsistent Regarding Small Satellites

According to an April 10 IEEE SPECTRUM report, “The FCC’s Big Problem with Small Satellites,” confusion and erratic enforcement at the FCC is sending satellite makers abroad. Earlier this year, the FCC rescinded permission for Swarm Technologies to launch another round of SpaceBEEs later this month and questioned Swarm’s suitability to be an FCC licensee. That came in the wake of the January launch from India, of Swarm’s tiny 0.25 U CubeSats after the FCC had told the California company that it was unable to grant its application for an Experimental authorization in association with the deployment and operation of “four spacecraft smaller than 10 centimeters in one of their three dimensions.” The FCC said SpaceBEEs were below the size threshold “at which detection by the Space Surveillance Network (SSN) can be considered routine.”

The IEEE SPECTRUM article by Mark Harris suggested that the FCC’s stance could doom Swarm’s plans for a constellation of Internet of Things (IoT) communication satellites and “revealed that the FCC-licensed multiple satellites smaller than 10 centimeters over the past 5 years, including some as small as 3.5 × 3.5 × 0.2 centimeters. But the commission has also changed its mind from one application to the next, refusing launch permission for satellites that were virtually identical to ones previously authorized. This uncertainty has led to at least one satellite maker exporting his technology rather than risk being denied a license in the US.”

The IEEE SPECTRUM article noted that four PocketQube satellites were launched in 2013 on a Russian vehicle, and one of the satellites — the QubeScout-S1 was a 5 × 5 × 10 centimeter sun-sensing satellite built by University of Maryland researchers. “Because of its American roots, the QubeScout is officially a US spacecraft and thus required launch permission from the FCC,” Harris said in his report.

The researchers submitted a required Orbital Debris Assessment Report (ODAR), which does not include any minimum size requirements. The FCC subsequently granted a launch license, and, IEEE SPECTRUM said, the US Air Force Space Command has been successfully tracking the QubeScout since then.

Hams receive Slow Scan TV from Space

Radio amateurs around the world are receiving Slow Scan Television images on 145.800 MHz FM from the International Space Station.

The transmissions by ARISS Russia are in celebration of Cosmonautics Day and should continue until 1820 GMT on Saturday, April 14.

Pete M0PSX of Essex Ham reports receiving good pictures using a colinear antenna.

Edmund Spicer M0MNG, a regular guest on the bi-weekly ICQ Amateur Radio Podcast, received an image at 1730 GMT on Wednesday, April 11 using a 5 element ZL Special Yagi and a FT-991. He said it was probably the best quality image he’s ever received from the ISS.

Others have reported receiving images using just a $35 Baofeng UV-5R VHF/UHF FM handheld radio and 1/4 wave antenna.

ARRL VEC Conducts First-Ever Amateur Radio Licensing Exam Session in Cambodia

The first ARRL VEC Amateur Radio examination session in Cambodia was held on April 5. The session resulted in two new Technician licensees, both Cambodian nationals, and one university professor who tested all the way to Amateur Extra-class in a single bound. Currently, no path exists for Cambodians to obtain an Amateur Radio license in that Southeast Asia nation, but qualifying for an FCC-issued US license enables licensees to obtain a Cambodian license based on their US tickets.

“This is very exciting news!” ARRL VEC Manager Maria Somma, AB1FM, said. Volunteer Examiners were Mike Adams, KH0AS — a resident of Cambodia who holds XU7AJA; Guy West, N0MMA/XU7AKA, and David Creel, AH0AM, who visits Cambodia often.

Participants were associated with the National Polytechnic Institute of Cambodia (NPIC). The radio club there has been active in contests for the past 3 years, using Adams’ XU7AJA call sign. Adams has been working in Cambodia for more than 20 years and living there full time for the past 3 years. He said that, while foreigners can get a reciprocal license, there is no process for Cambodians to earn a ham one, except to show a foreign radio license.

“We hope to work with the Ministry of Post and Telecoms to show there is a demand for Amateur Radio in Cambodia,” he said.

ARISS-Russia International Space Station Slow-Scan Television (SSTV) Event Set

ARISS-Russia will mark Cosmonautics Day (International Day of Human Space Flight) with special SSTV transmissions from the International Space Station. Transmissions are to begin on April 11 at 1130 UTC and run through April 14 at 1820 UTC.

Images from the Interkosmos Project period of the Soviet space program have been stored on a computer in the ISS Russian segment, and these are transmitted to Earth via Amateur Radio using a Kenwood TM-D710E transceiver. Images received can be posted and viewed.

The transmissions, coordinated with the Amateur Radio on the International Space Station (ARISS) scheduling team, will be on 145.800 MHz using PD-120 SSTV protocol. As with other events of this type, the SSTV transmission are dependent on other activities, schedules, and crew responsibilities on the ISS and are subject to change at any time.

Major Rove by Satellite Ops Could Make Rare Grids Squares Available

2018 ARRL International Grid Chase (IGC) participants take note: satellite operators Doug Tabor, N6UA, and Ken Alexander, VE3HLS, will travel to the James Bay area of Québec, Canada, in early May, activating as many FO grid squares as are accessible by road in the limited time they have. The plan is to arrive in FO on May 6 and spend 7 or 8 days activating grids. The area is extremely remote.

The James Bay Road, built by Hydro-Québec to support power infrastructure construction, is the main corridor through the area. It’s some 380 miles long, with filling stations at each end and in the middle.

The pair also will be traveling Route du Nord, a 250-mile gravel road with no services. There is no cell phone or internet service. Tabor and Alexander hope to have access to FO01, 02, 03, 10, 11, 12, 13, 20, 21, 22, and 23. If two satellites are in view at the same time, they will be on both of them. Plans are still in flux, and time and weather are factors. — Thanks to AMSAT News Service

Second Public Test of FT8 DXpedition Mode Demonstrates High Contact Rates Possible

The second public test of FT8 DXpedition Mode has shown that the mock DXpedition stations (“Foxes”) were able to work the pileups of callers (“Hounds”) at a fairly good clip. Logged data showed that 390 unique stations were copied by one or more of the three Foxes. FT8 is part of the WSJT-X digital software suite. Ned Stearns, AA7A, the operator at W7/KH7Z, learned to manage queues of calling stations much more effectively as his hour progressed, according to co-developer Joe Taylor, K1JT.

“After a program restart at 1532 UTC, he worked 105 additional stations, a rate of 225 per hour during the remaining part of the hour,” Taylor reported. “Slowly but surely, we are optimizing the software and improving our ‘FoxOp’ skills. Further progress will definitely be possible!”

Taylor also released a list (attached below) of stations heard and worked during the second public test of the still-beta FT8 DXpedition Mode protocol. It showed that W1/KH7Z logged 61 stations in 36 minutes, for a rate of 102 per hour; K1JT logged 55 stations in 21 minutes for a 157 per hour rate, and W7/KH7Z worked 174 stations in 60 minutes, a rate of 174 per hour. Taylor’s March presentation on WSJT-X at the MicroHAMS Digital Conference has been posted on YouTube. Taylor has credited the “very professional” editing by Budd Churchward, WB7FHC.
